The City of Robbinsdale provides water, sanitary and storm sewer drainage, garbage service, and recycling services for its residents. Robbinsdale has a comprehensive program for garbage and recycling pick-up designed to reduce the waste collected in area landfills and to provide affordable collection based on volume. The City bills every other month for residential services.

Utility bills can be paid online at Invoice Cloud, the city's online payment system. This service accepts VISA, Mastercard, Discover, American Express, or E-Check.

Utility bills can be paid over the phone by calling 763-531-1211 option 1. Customers will need to have their account number. This service accepts VISA, Mastercard, Discover, American Express, or E-Check.
Utility bills can be paid in person during business hours (8:00 a.m. - 4:30 pm.) at City Hall located at 4100 Lakeview Avenue North. Accepted forms of payment are cash, check, money order, or credit cards.
There is a dropbox available in the parking lot for after-hours payments.
Homeowners will need their account number to register for paperless billing. This can be found on your utility bill or by calling the utility billing department at 763-531-1211.
Once registered, no hard copy of the utility bill for property will be mailed and instead you will receive a copy of your bill in your email.

Payments made through the city's Electronic Automatic Payment Plan (ACH) are automatically withdrawn on the due date listed on the utility bill.
Residents can sign up for the Automatic Payment Plan (ACH) through Invoice Cloud or by filling out an Automatic Utility Payment Plan Authorization Form.

Residents can sign up for the Automatic Credit Card Payment Plan through Invoice Cloud or by filling out a Credit Card Payment Authorization Form.

After clicking the link above, log in using your username and password. Navigate to the "My Profile" tab located at the very top of the screen. Click on "Payment Methods" in the drop down of the "My Profile" tab.
If you just need to update the expiration date on your current card, click "edit" on the card information under "Saved Payment Methods" and update the card information.
If you need to update the current card number on file or input new card information, you will need to delete the current card on file under the "Saved Payment Methods" and then add the new card information by clicking "+Add New Credit Card".
If you are moving – as soon as you have a scheduled closing date set, please contact the Utility Billing office at 763-531-1211. You may also fill out this Online Moving Form and e-mail it to us at utilities@robbinsdalemn.gov, fax it to 763-531-1213, or place it in the drop box outside of City Hall. Please be sure to provide your new address for your final bill and the set closing date, so the City can schedule a final water meter reading.

1 Billing Date: The date your utility bill was created.
2 Billing Period: The period for which the City is billing you for utility service (typically a 60 day period).
3 Total Due: The total amount due for your utility account.
4 Due Date: The date by which you must pay the total due. A 10% penalty is applied to the current bill amount if payment is not received by the due date.
5 Read Date: The date your present reading is imported for billing purposes.
6 Usage: The amount of water use at your property for the billing period (thousands of gallons).
7 BALANCE AS OF LAST BILL: The previous total amount due for your utility account.
8 BALANCE FORWARD: The amount carried forward onto your current utility bill.
9 WATER CONSUMPTION: Water that you use for the two month (~60 day) billing period. This charge pays for pumping and treating the water. This charge is based on a tiered rate multiplied by your usage. For example, if you used 10.00 units of water (10,000 gallons) for the billing period, your water consumption charge would be $7.56 x 10.00 = $75.60.
10 WATER CAPITAL SURCHARGE: This charge pays for well repairs, water tower maintenance and repairs, etc. This charge is a flat rate of $1.39 per unit (one thousand gallons). For example, if you used10.00 units of water (10,000 gallons) for the billing period, your water capital surcharge would be $1.39 x10.00 = $13.90.
11 WATER SERVICE: This charge pays for maintenance and replacement of water mains. This charge is a flat rate of $12.75 per month and is reflected as $25.50 for two months on your utility bill.
12 METRO SEWER CHARGE: This charge pays for sanitary sewer treatment. This charge is a flat rate of$7.59 per unit (one thousand gallons). For example, if you used 10.00 units of water (10,000 gallons) for the billing period, your metro sewer charge would be $7.59 x 10.00 = $75.90.
13 SEWER SERVICE: This charge pays for maintenance and replacement of mains and lift stations. This charge is a flat rate of $13.14 per month and is reflected as $26.28 for two months on your utility bill.
14 STORM DRAINAGE: This charge pays for efforts to remove contaminants from (residential) storm water run off. This charge is a flat rate of $19.80 per month and is reflected as $39.60 for two months on your utility bill.
15 RECYCLING CREDIT: Every residential customer receives a recycling credit of $4.00 per month which is reflected as $8.00 for two months on your utility bill.
16 GARBAGE - NON TAX: This charge pays for yard waste and recycling service.
17 GARBAGE 32/64/96 GAL - TAXABLE: This charge pays for waste that goes to the landfill.
18 ORGANICS RECYCLING: This charge pays for curbside pick-up service for at-home composting (waste that consists mostly of food and other organic material). Every dwelling unit is charged a flat rate of $3.50 per month and is reflected as $7.00 for two months on your utility bill.
19 SOLID WASTE MGMT TAX: This charge pays for the tax on solid waste disposal.
20 ACH CREDIT: Residents who enroll in automatic payments will see this credit on their utility bill. This credit is $1.00 per month and is reflected as $2.00 for two months on your utility bill.
21 TOTAL CURRENT CHARGES: The sum of charges for your current billing period minus the recycling credit and ACH credit.
22 TOTAL AMOUNT DUE: The total outstanding balance on your utility bill. This is the sum of balance forward and total current charges.
Utility rates are collected on a bi-monthly basis to pay for operating costs, current and future infrastructure needs, and equipment replacement for water, sanitary sewer, storm water and solid waste services. We have been reconstructing streets and replacing old water and sewer lines for many years. Some of our existing water mains are still from 1920s and 30s. We also need to plan for rebuilding wells, water treatment and some day possibly replacing the aging downtown water tower with a new tower.
- Solid waste charges collected cover the cost of garbage, recycling, yard waste, branches, Christmas trees, garbage collections at city parks, code enforcement time spent on solid waste problems, illegal dumping, and similar services.
- Water charges include the cost to pump water from the ground, treat it, pump it up into water towers so there is enough pressure in the pipes to get it into homes and for firefighting. Costs are for delivering the water; maintaining the wells, pipes, storage tanks and towers; debt service payments; and capital improvements.
- Storm water utility charges cover the cost of water capacity and piping from streets into our lakes, street sweeping, system maintenance, debt service payments and capital improvements. The charges also cover the cost of operating the flocculation plant on Crystal Lake which is removing phosphorus from the lake to address smelly algae blooms and make the water optimal for recreational opportunities.
- Sanitary sewer utility charges, include the cost of pipes and equipment at lift stations that elevate the sewage from low points so it keeps running downhill to the Pigs Eye Wastewater Treatment Plant in St. Paul, also to pay the cost for staff to clean clogged lines when grease gets poured down kitchen drains and wipes (anything other than toilet paper) get flushed down toilets, plus paying for clean up when these clogs block the line and have waste back up into homes. Other costs include payments to Metropolitan Council Environmental Services for the cost of sewage treatment and metropolitan area system improvements along with city debt service payments and capital improvements.
In order to split water service in duplexes and townhomes, please follow the steps below:
- Hire a plumber to check that this is a viable option.
- If all checks out, the plumber will need to pull a permit to split the water.
- The homeowner will then need to purchase the water meter through the Engineering Department, which is about $177.
- Once the water meter is installed, the Public Works Department will need to come to the property to hook up the reader to start reading the water usage.
Please note that a secondary copy of the utility bill may be sent to a tenant at the request of the homeowner. This secondary copy will always be addressed to “Current Occupant”. The City does not maintain utility bills in the name of a tenant.
